서울특별시 면목선 경전철 민간투자사업 제3자제안 재공고

 『사회기반시설에 대한 민간투자법』제9조의 규정에 의하여 『면목선 경전철 민간제안사업』을 민간투자사업으로 추진코자 최초 제안한 주요내용 및 제3자의 제안을 위한 사항을 다음과 같이 재공고합니다.

1. 사업개요

   가. 사 업 명 : 면목선 경전철 민간투자사업

   나. 사업목적

      - 서울 동북부지역의 대중교통 이용편의 제고 및 혼잡도 완화

      - 1호선, 6호선, 7호선, 경춘선 연계로 지역균형발전 기여

   다. 사업구간 : 청량리(1호선)~전농동~장안동~면목(7호선)~망우동~신내(6호선, 경춘선)

   라. 연 장 : 9.05㎞(정거장 12개소, 차량기지 1개소, 종합관제실 1개소)

   마. 공사기간 : 착수일로부터 5년(시운전기간 포함)

   바. 사업추진방식 : BTO방식(Build-Transfer-Operate)

  사. 운영기간 : 운영개시일로부터 30년

 

 2. 최초제안자의 제안내용

   가. 구 간 : 동대문구 청량리(청량리역)～중랑구 신내동

   나. 운영기간 : 운영개시일로부터 30년

   다. 제 안 자 : 가칭 “청량리신내경전철주식회사”

 

3. 사업시행조건

   가. 사업제안은 법인 또는 설립예정법인의 명의로 함.

   나. 사업제안자가 5개사 이상의 출자자로 구성되는 경우, 상위 3개사 출자자 지분율의 합은 50% 이상이어야  하며, 최상위 출자자의 지분율은 25% 이상이어야 함.

   다. 사업제안자는 건설기간 중에는 대상시설물 건설의 안전성 유지를 위해 자기자본비율을 총민간투자비의 100분의 15 이상으로 유지하여야 함.

   라. 최소운영수입보장 : 없음.

   마. 사업제안자는 추정 건설사업비를 초과하여 제안할 수 없음.

   바. 건설기간중 재정지원은 사업제안자가 제시한 건설사업비의 50%를 초과하여 제안할 수 없음.

   사. 건설출자자 출자비율의 합이 5% 이상 되어야 함.

   아. 최초제안자 우대점수율 : 없음.

   나. 본 공고문은 요약본이므로 제3자 제안희망자는 면목선 경전철 민간투자사업 제3자 제안공고 전문을 반드시 열람하여야 함.

8. 제안서 평가 및 우선협상대상자 선정

   가. 평가는 2단계 평가방법을 도입하여 제1단계 평가를 통과한 사업제안자에 한하여 2단계 평가를 실시함.

     ◦ 1단계는 사전적격심사(PQ), 2단계는 기술 및 가격평가를 실시함.

   나. 본 사업의 최초제안자가 사업제안서를 제출하는 경우에는 변경제안서를 제출한 것으로 보아 1단계 평가를 실시함.

   다. 2단계 평가점수가 높은 순으로 우선협상대상자를 정함.

Re-Announcement of Request for Proposal to Construct and Operate Myeonmok Light Rail Transit

Seoul Metropolitan Government reinvites third-party private investors to tender for the construction and operation of Myeonmok Light Rail Transit pursuant to Article 9 of the Act on Private Investment in Infrastructure.

1. Project Overview

   a. Project Name : Myeonmok LRT Private Investment Project

   b. Project Purposes :

     - to improve access to public transport system and relieve traffic congestion in the northeastern area of Seoul

     - to promote balanced regional growth with connections to line No.1, 6, 7 and Gyeongchun line.

   c. Sections : Cheongnyangni(line No. 1) ~ Jeonnong-dong ~ Jangan-dong ~ Myeonmok(line No. 7)~ Mangu-dong ~ Sinnae(line No. 6 and Gyeongchun line)

   d. Project Scale : 9.05km (Including 12 stations, 1 rolling stock depot, 1 control center)

   e. Construction Period : 5 years from construction start date (Including trial-run period)

   f. Project Scheme : Build-Transfer-Operate ("BTO") scheme

   g. Operation Period : 30years from operation start date (Potential offerors may propose the length of the operation period when submitting their project proposals)

 

2. Original Project Proposal

   a. Proposed Project Sections : Cheongnyangni(Cheongnyangni station), Dongdaemun-gu~ Sinnae-dong, Jungnang-gu

   b. Proposed Operation Period : 30 years from operation start date

   c. Original Project Proposer : (tentatively named) "Cheongnyangni Sinnae Light Rail Transit Co."

 

3. Project Terms and Conditions

   a. The project proposal should be submitted by a representative of each incorporation or expected incorporation.

   b. If an offeror or offeror's consortium consists of more than five (5) equity investors, three (3) of its largest investors must invest more than 50% of total equity, and the largest shareholder must invest more than 25% of total equity.

   c. The proposed total equity must be maintained more than 15% of the total private investment.

   d. Minimum Revenue Guarantee : None

   e. The potential offeror cannot bid higher than the public announced project cost.

   f. The potential offeror cannot bid a construction subsidy for an amount greater than 50% of the project cost proposed by the potential offeror.

   g. The total equity of construction investors should be more than 5% of total equity.

   h. Bonus points for the Original Project Proposer : None

   a. Date : Friday, September 11, 2015 at 14:00

   b. Place : Conference Room, Rapid Transit Bureau, Seoul Metropolitan Infrastructure Headquarters, Seoul Metropolitan Government (10th Floor, 8 Cheonggyecheon-ro, Jung-gu, Seoul)

 

5. Perusal and Distribution of Request for Proposal ("RFP") documents

   a. RFP documents will be distributed during project overview presentation session.

     * RFP documents will be available at the Seoul Metropolitan Government website (http://news.seoul.go.kr/infra/)after project overview presentation.

   b. Parties interested in submitting a project proposal must peruse the full RFP documents as this announcement is a summary.

 

6. Project Proposal Submission Guide

   a. Question Submission Due Date : Monday, September 21, 2015 at 18:00

   b. Response Date : Wednesday, September 30, 2015

   c. Written answers will be distributed only to the parties who submitted written questions at the Rapid Transit Project Division, Seoul Metropolitan Infrastructure Headquarters as well its website.

     * Submission by post will not be acceptable.

 

7. Project Proposal Submission Date

   a. Submission Due Date

     - the first stage evaluation documents : Monday, October 5, 2015 between 09:00~18:00

     - the second stage evaluation documents : Monday, January 4, 2016 between 09:00~18:00

     - Only offerors who pass the first stage evaluation can submit the second stage evaluation documents.

   b. Place of Submission : Rapid Transit Project Division, Seoul Metropolitan Infrastructure Headquarters, Seoul Metropolitan Government (10th Floor, 8 Cheonggyecheon-ro, Jung-gu, Seoul)

     * Submission by post will not be acceptable.

 

8. Evaluation of Project Proposal and Selection of a Preferred Bidder

   a. Project proposals submitted by the offerors will be evaluated in two stages.

     - First stage : Pre-Qualification ("PQ")

     - Second stage : Evaluation of technical and cost proposal documents

   b. If The original project proposer submits an project proposal, The proposal will be regarded as an amended project proposal and evaluated from first stage.

   c. The offeror who receives the highest score at the second stage of the evaluation will be selected as a preferred bidder.
