 o 도전 과제
호주에서 가장 급성장하고 있는 도시인 멜버른은 경제 성장이 경제적으로나 환경적으로 책임을 가질 수 있도록 하기 위해서 장기 발전 계획에 지속가능성을 일관되게 포함시키고 있다. 멜버른시는 도시 배기가스를 제로(0)으로 줄이겠다는 야심찬 목표를 세웠다. 멜버른시는 현재 도시 온실가스(GHG) 배출량의 절반 이상을 발생시키고 있는 상업용 건물 부문의 개선에 영향을 미치기 위해 핵심 자원을 투입해오고 있다. 멜버른시는 정상적인 상황을 가정해서 상업용 건물의 탄소 배출량을 25% 그리고 주택 건물의 탄소 배출량을 20% 저감시킨다는 목표를 정했다. 그러기 위해서 멜버른시는 신축 건물에 대한 최소 환경 기준 등과 같은 ‘채찍’과 더불어 자금 지원, 금융 인센티브, 기존 건물 리모델링에 대한 자문 제공 등과 같은 ‘당근’을 병행하는 정책을 실시했다.  
 
 o 실천
1200 건물 프로그램은 도시 내 상업용 건물의 70%에 해당하는 1,200개 상업용 건물의 리모델링을 장려하기 위해 마련된 것이다. 지금까지 2년간 시행되어온 1200 건물 프로그램은 건물 부문의 리모델링 중 약 10%를 지원했다. 약 56개 건물들(전체 건물의 5%)은 이 프로그램에 동참했고 주도적 비중을 차지하고 있는(개인 및 가족 소유) 나머지 건물 소유주들은 여전히 참여하지 않고 있다. 사무실 입주자를 지원하기 위한 프로그램인 City Switch와 더불어 멜버른시는 프로그램 추진과 지원 활동을 가속화하고 있고 향후 10년 내에 탄소 저감 목표를 달성할 수 있을 것이다. 
 
상업용 건물팀이 실시한 조사로 인해서 환경 개선법(EUA)이 제정되었다. 이 법률은 건물 소유주가 에너지 및 용수 효율을 높이기 위해 건물을 리모델링하기 위한 대출을 가로 막고 있는 다양한 장애 요인을 제거하기 위해 개발된 금융 제도이다. 현재까지 4개의 건물들이 EUA를 통해서 리모델링 대출을 받았는데 건물 리모델링에 560만 달러가 투자되었고 연간 탄소 배출량 5,660톤 및 에너지 비용 49만1천 톤의 절감을 목표로 삼고 있다.  
 
또한 멜버른시는 아파트 건물 공용 구역의 에너지 효율을 향상시킴으로써 아파트 소유주 및 관리자가 비용을 절감할 수 있도록 하기 위한 국가 온라인 프로그램인 Smart Block 시행에 들어갔다. (아파트 소유주는 전기료를 최대 30%까지 절약할 수 있을 것으로 추정된다.)  
 
 o 예상 성과
멜버른시는 1200 건물 프로그램을 통해서 상업용 건물들이 에너지 효율을 약 38% 향상시킬 수 있기를 바라고 있다. 그렇게 될 경우 연간 이산화탄소 배출량 38만3천 톤이 감소하게 된다. 1200 건물 프로그램은 또 상업용 건물 부문에서 식수 사용량을 5기가 리터 감소시킬 것으로 전망된다. 이는 수자원이 부족하고 기후 변화의 영향으로 위협을 받고 있는 멜버른에 있어서 중요하다. 1200 건물 프로그램은 도시 내 주요 건물들의 에너지 낭비를 없애고 용수 사용을 줄이기 위한 적극적 노력을 통해서 이러한 목표 달성을 지원하고 있다.

 Melbourne’s Sustainable Buildings Program is one of the most innovative city approaches to mitigate the environmental impact from commercial buildings. As Australia’s fastest growing city, Melbourne has been consistently embedding sustainability into its long-term development plans in order to ensure that growth is both economically and environmentally responsible. This winning programme encourages and supports building owners, managers and facility managers to improve Melbourne’s commercial buildings’ energy and water efficiency and to reduce their waste to landfill. The 1200 Buildings Program aims to overcome a major hurdle in retrofitting buildings: as the reduced energy costs resulting from retrofit activity flow to tenants (through reduced energy bills), there is often no financial incentive for buildings owners to undertake the works. To overcome these barriers, the City of Melbourne worked in partnership with the finance sector, building owners, and the State Government to establish the world’s first local government legislation for existing commercial buildings. Melbourne also recently launched a national online program designed to help apartment owners and their managers save money by improving energy efficiency of common areas in apartment buildings. The city demonstrated a high level of leadership in acknowledging financing challenges by developing a world-first financial assistance mechanism that increases access to finance and enables the successful expansion of the programme.
 
 
 o Challenges
As Australia’s fastest growing city, Melbourne has been consistently embedding sustainability into its long-term development plans in order to ensure that growth is both economically and environmentally responsible. The City of Melbourne has set an ambitious goal for the municipality toward zero net emissions. The administration has devoted key resources to influence improvements to the commercial building sectors, which currently generate just over half of the city’s greenhouse gas (GHG) emissions. The administration has set a target to reduce carbon emissions from the commercial sector by 25 percent, and those from the residential sector by 20 percent on business-as-usual scenarios. To do so, it is blending “sticks” – such as minimum environmental standards on new buildings – with “carrots”, including funding, financial incentives and advice for upgrading and retrofitting existing buildings.
 
 
 o Actions
The 1200 Buildings program was designed to encourage the retrofitting of 1,200 commercial buildings – 70 percent of the city’s commercial buildings stock. Running around two years now, the 1200 Buildings program has supported 10 per cent of the building sector to retrofit. Approximately 56 signatories (5 percent of the total) have committed to promote their efforts, whilst the remaining active building owners representing the dominant profile (individual and family owned) maintain their privacy. Combined with City Switch a program dedicated to supporting office tenants, the City of Melbourne is building momentum and supporting action and could feasibly achieve reduction targets in the next ten years.
 
Research undertaken through the commercial buildings team led to the legislation of Environmental Upgrade Agreements (EUAs), a finance mechanism developed to remove a number of barriers preventing buildings owners from accessing finance to retrofit buildings for energy and water efficiency. To date, four buildings have used EUAs to access finance to retrofit, representing $5.6million of investment and aiming to save 5660 tonnes carbon emissions and $491,000 in energy costs per year.
 
Melbourne also recently launched Smart Blocks, a national online program designed to help apartment owners and their managers save money by improving energy efficiency of common areas in apartment buildings (it is estimated on average owners corporations can reduce their power bills by up to 30 percent).
 
 o Projected Outcomes
The city hopes that its efforts through the 1200 Buildings program will enable commercial buildings to improve their energy efficiency by approximately 38 percent, which would lead to the elimination of 383,000 tons of CO2 each year. 1200 Buildings would also lead to a reduction in potable water use in the commercial sector by 5 giga litres – important in a city with scarce water resources and at risk from the impacts of climate change. The program is assisting to achieve these targets through commitments to reduce energy waste and water use in the city’s major tenancies.
